Pharmacy Strategy & Innovation Manager (WMS2/CQCT)71084316This position serves as the state’s lead for creating innovative pharmacy purchasing strategies, pharmacy benefit management services, and other prescription drug related benefits for Washingtonians and residents of other states who join these efforts. This work will include state-wide and interstate pharmaceutical purchasing, program development and projects including designing value-based alternative payment models, pharmaceutical purchasing and distribution models, and evidence-based purchasing strategies. This position provides primary oversight to the Washington State Prescription Drug Purchasing Consortium and is responsible for creating policies, strategies, and implementation schematics to assure that the designs can be successfully implemented within the infrastructure of Washington State and the US health care system. This includes research, stakeholdering, planning, contracting, project management, decision support, and program management.About the position:This position’s purpose is to research, design and procure affordable, high quality prescription medication through innovative approaches for the benefit of Washingtonians. This includes strategies of prescription drug distribution (wholesaler, group purchasing organizations, distributors) and of purchasing (rebate agreements, pharmacy benefit management, direct manufacturer contracting). The PSIM manages the strategy and operations with specific objectives including:Serve as the state-expert on alternative and innovative approaches, contracting, implementation, and monitoring for prescription drugs including being a key liaison to the state’s authorizing environment.Research innovative prescription drug procurement approaches that are applicable for target populations and for HCA, including programs and plans that cover state and non-state lives as aligned to state and federal law and the prescription drug market factors.Lead sophisticated systems of stakeholder engagement and management.Procure, within the state systems, solutions to address Washingtonian’s access to affordable prescription drugs considering costs borne through direct payment, wage suppression or state or federal resource investment.Develop implementation designs and processes that are documented, in alignment with the legal, financial and program needs, regularly reviewed and communicated and well understood.Create and maintain performance measures to indicate the degree to which program and projects are meeting the objectives.
